This crossword, entitled "Financial Downturn", was the first meta I ever constructed. The meta prompt was "The answer to the meta is something that would surely have felt the bern had history gone differently". 38 across was clued as "Fiscal measure that always goes down well with shareholders" (the word "down", repeating a word from the title, was a clue). Note, too, CEOS at the top, and "The REST of us" at the bottom.
